Corporal punishment by parents is legal in all 50 states, and Texas is a state where it is still prevalent.
But a video like this exposes what may go on behind closed doors in many home. and the reaction from the public speaks for itself.
The video of the sickening savage beating of his disabled daughter has spawned Facebook pages, including:
"Prosecute Judge Adams" and "Don't Re-elect Judge Adams.

I bet you the decision they make not to prosecute this slimeball is issued either on Thankgiving Day, Black Friday, Christmas Eve, Christmas Day, the day after Christmas or New Year's Eve or New Year's Day and it will appear in a small blurb on page A12 or B12 or your local paper.
That's when the vast majority of people are too busy to watch the news.

Elected in 2001, Adams draws an annual salary of $138,055 as Aransas County's top judge. He dealt with at least 349 family law cases in the past year, nearly 50 of which involved state caseworkers seeking to determine whether parents were fit to raise their children.

The real kicker is I believe he is a judge who handles child abuse cases.

I don't think they can do anything about this pig according to the Texas Statute of Limitation Laws

TEXAS: An action must be brought within two years of the date on which the injury occurred.

Unrepentant: Judge William Adams
defended his actions by saying
he was " just disciplining his daughter."
"Judge Adams has left the town of of Rockport, Texas and a note placed outside the courthouse said his hearings have been cancelled." said Police Chief Tim Jayroe, of Rockport, Texas
The public spotlight must be kept on this man until he is not re-elected period.

UPDATE:
http://www.cnn.com/2011/11/03/justice/texas-video-beating/index.html
She said Thursday that violence was a regular occurrence in her family home. The law is complex on which charges could be brought, he said, and which statutes may apply -- all speculation until the video is confirmed to be authentic.
However, a criminal defense lawyer said it was not likely that Adams could be prosecuted.
In an offense involving injury to a child, Texas law defines a child as being 14 years or less, said Houston lawyer Chris Tritico. Hillary Adams was 16 in the video.
"This young lady sat on this videotape for six years," Tritico said. "That's where the problem is.
Adams was temporarily relieved of his duties for the next two weeks, and a visiting judge will take over his caseload.
Well at least that is a start, The next order of business is in 3 years when he is up for
re-election.......
