I think DSS needs to rethink it's priorities. It continues to return children to parents over and over after having proved themselves to be unfit. A few counseling sessions doesn't do it.

Why doubt the numbers when you see every week children killed by their parents all over the country.  What does it matter comparing abuse here with other countries?  The OP forgot to add the drug abuse of most of these parents.  Children drowning in bathtubs because the parent forgot about them, children eating cocaine, bringing cocaine and pot to school, not to mention guns that weren't locked up.  But you're right about reported numbers, how many in other countries go unreported?

EDIT:  Also, I think it is unfair to compare the United States to Italy or Canada in this regard, as our population is many times that of either country.  What is our child abuse rate compared to a country like India, China, Pakistan?  That would be a more fair comparison, but then you have to wonder about the accuracy of the numbers REPORTED in a lot of countries.

Amen that.  Never understood myself how too it can be a bio-parent can up and just walk, leaving the family to go beg for welfare, and not ever face a charge for intended abuse -- Cross a state line and there they can wash their hands.  I am befuddled, but safe in the knowledge that some on this board will put forth a plausible answer (one that I'm sure will not make the states complicit).  There should be a special place, but Kudos indeed for this.
